Saudi residency program for Yemenis will begin regularizing the status of Yemeni nationals living in the Kingdom without legal residency documents, following a directive from King Salman bin Abdulaziz.
Saudi Arabia’s Ministry of Interior said the initiative will apply to Yemeni nationals residing irregularly in the country, provided they meet the required conditions.
The move was announced after a request from Dr. Rashad Mohammed Al-Alimi, chairman of Yemen’s Presidential Leadership Council, who asked Saudi authorities to address the legal status of Yemenis residing in the Kingdom through irregular means.
According to the Saudi Press Agency, the initiative will be implemented jointly by the Ministry of Interior, Ministry of Foreign Affairs, Ministry of Human Resources and Social Development, and the Saudi Data and Artificial Intelligence Authority.
Saudi Residency Program for Yemenis Requires Valid Passport
The most important eligibility condition announced so far is that applicants must possess a valid Yemeni passport.
The Ministry of Interior said a Yemeni passport is an essential prerequisite for participating in the Saudi residency program for Yemenis.
Authorities have not yet published the full application procedures, deadlines or detailed eligibility rules.
Those details will be announced later through the official accounts of the General Directorate of Passports and other relevant Saudi government agencies.
This means undocumented Yemeni residents should wait for official instructions before attempting to apply.
1. Program Will Regularize Irregular Residency Status
The primary purpose of the initiative is to correct the legal status of Yemeni nationals currently living in Saudi Arabia without valid residency documents.
Saudi authorities described the measure as part of the Kingdom’s continuing humanitarian and political support for Yemen and its people.
The Saudi residency program for Yemenis is intended to provide a formal process through which eligible individuals can move from irregular residency status into a legally recognized position.
However, the ministry has not yet released the exact categories of residency status that may be granted or the documentation applicants will need beyond a valid Yemeni passport.
Those details are expected in the forthcoming regulations.
2. Valid Yemeni Passport Is Mandatory
The second major rule already confirmed by Saudi authorities is the passport requirement.
Anyone wishing to benefit from the Saudi residency program for Yemenis must hold a valid Yemeni passport.
The government has not yet specified whether expired passports can be renewed during the process or whether additional identity documents will be accepted in exceptional circumstances.
Applicants should therefore rely on announcements from the General Directorate of Passports rather than unofficial guidance circulating online.
The official statement makes clear that possession of a Yemeni passport is a basic condition for eligibility.
3. Start Date and Full Regulations Will Be Announced Later
The third key point is that the program has been announced, but the exact start date has not yet been published.
Saudi authorities said the commencement date and detailed procedures will be announced through official government channels.
That distinction is important for Yemeni residents seeking to regularize their status.
The Saudi residency program for Yemenis should not be treated as open for applications until Saudi authorities formally announce the launch date and operational rules.
The General Directorate of Passports is expected to play a central role in communicating those details.
King Salman Directed the Initiative
The initiative follows a directive from King Salman bin Abdulaziz responding to a request from Yemen’s Presidential Leadership Council chairman Rashad Al-Alimi.
Saudi officials said the measure reflects the Kingdom’s ongoing support for Yemen and the Yemeni people.
Al-Alimi later thanked King Salman and Crown Prince Mohammed bin Salman, saying the decision would help ease difficulties faced by Yemenis living in Saudi Arabia and reflected Riyadh’s continued support for Yemen.
The original Arab News report also described the initiative as a step aimed at regularizing undocumented Yemeni nationals.
Several Saudi Agencies Will Implement the Program
The Saudi residency program for Yemenis will involve coordination across several government bodies.
The Ministry of Interior is leading the initiative in cooperation with the Foreign Ministry, Ministry of Human Resources and Social Development, and SDAIA.
That multi-agency structure suggests the process may involve identity verification, residency documentation, employment-related procedures and digital government systems.
However, the authorities have not yet published a full operational framework, so those possible functions should not be treated as confirmed requirements until the regulations are released.
Residency Enforcement Continues Separately
The new initiative is being announced against the broader background of Saudi Arabia’s continuing enforcement of residency, labor and border-security rules.
Recent Saudi data showed that authorities recorded more than 11,000 residency, labor and border violations during a single week, including people accused of irregular entry and residency violations.
Eligible Yemeni residents will therefore need to follow the dedicated procedures once they are officially published.
What Yemeni Residents Should Watch For
For now, the most important step is to monitor official Saudi government channels.
Authorities have confirmed three central points: the initiative will regularize undocumented Yemeni residents, a valid Yemeni passport is required, and the launch date and detailed rules will be announced later.
Until those announcements are made, residents should avoid relying on unofficial claims about fees, deadlines or application centers.
The Saudi residency program for Yemenis could affect a significant number of people, but Saudi authorities have not yet published an estimate of how many residents are expected to qualify.
The Arabian Buzz will continue to follow official announcements as the program moves toward implementation.
