Satisfaction Rate for Services Surpasses 90% Among 19.5 Million Foreign Hajj and Umrah Pilgrims in 2025

JEDDAH — Saudi Arabia recorded a major milestone in pilgrim services in 2025, with satisfaction levels exceeding 90 percent among more than 19.5 million foreign Hajj and Umrah pilgrims, reflecting the Kingdom’s continued transformation of the pilgrimage experience under Saudi Vision 2030.
According to the National Center for Performance Management (Adaa), the results highlight the rapid advancement of Saudi Arabia’s integrated pilgrim service ecosystem, which has been expanded and modernized to meet rising global demand.
The Pilgrim Service Program, one of Vision 2030’s flagship initiatives, reported that satisfaction rates reached 91 percent among Hajj pilgrims and 94 percent among Umrah performers. Officials attributed the strong performance to comprehensive planning, operational efficiency, and seamless coordination among more than 60 government and private-sector entities involved in serving pilgrims from arrival to departure.
The scale of services extended beyond logistics and crowd management. Community engagement played a central role during the season, with more than 184,000 volunteers participating in guidance, organization, and humanitarian services. Their involvement underscored a growing culture of civic participation and national partnership in serving the guests of the Two Holy Mosques.

Authorities also placed increased emphasis on enriching the spiritual and cultural dimensions of the pilgrimage. As part of these efforts, 18 historical sites linked to the Prophet Muhammad’s biography were developed and enhanced across Makkah and Madinah. These projects aim to deepen pilgrims’ understanding of Islamic history while complementing the religious significance of the journey.
Officials noted that the improvements align with Vision 2030’s broader objectives of elevating service quality, strengthening sustainability, and positioning Saudi Arabia as a global benchmark for managing large-scale religious gatherings.
With international pilgrim numbers continuing to rise, Saudi authorities reaffirmed their commitment to innovation, digital transformation, and human-centered services to further enhance the Hajj and Umrah experience in the years ahead.
